• capture ideas before they are fully formed
• dump questions without forcing structure
• record fleeting thoughts worth revisiting

This is not an RFC. This is not documentation. This is not a commitment.

Rules

• No decisions are made here
• No conclusions are implied
• Content may be wrong, contradictory, or obsolete
• Promotion is manual and intentional

If something stabilizes, it must move to WIP.
